23 February 2026, London (The Energy Circle by IN-VR)--Timor-Leste’s ANM and ANP are finalizing a new extractive industry labor law following benchmarking missions to Australia and Indonesia to align with global standards and protect local workers.
The Autoridade Nacional dos Minerais, I.P. (ANM) in collaboration with Autoridade Nacional do Petróleo, I.P. (ANP) currently in the process of finalizing a draft Decree-Law on Employment in the Extractive Industry. In ensuring the current draft align with international standards and best practices within the extractive sector, both regulatory authorities have undertaken a joint regional comparative study in Australia and Indonesia, considering their extensive experiences in development of both mining and petroleum sector reinforced by its well-established regulatory and institutional frameworks.
Bench marking effective labor practices in the extractive sector and exchanging institutional and legal experiences are the aims of this initiative. In addition, it would also assist both ANM and ANP to consolidate the substantive legal observations for the refinement and finalization of the existing draft Decree Law.
The comparative study conducted in Australia realized from 11th until 15th of August 2025, facilitating the engagement and knowledge exchange between Timor-Leste extractive industry authorities and Australia’s government authorities and key industry players within the State of Queensland, Western Australia and the Northern Territory, such as, the Department of Natural Resources and Mines, Manufacturing and Regional and Rural Development; Resources Safety and Health Queensland, Western Australia’s Department of Mines, Petroleum and Exploration, Department of Local Government, Industry Regulation and Safety; Department of the Registrar, Western Australia Industrial Relations Commission, Department of Employment and Workplace Relations (WA Office), Office of the Industrial Relations, Fair Work Australia/Ombudsman, Australian Energy Producer, Society of Petroleum Engineers, Nimy Resources Limited and Tivan Limited.
Similarly, in Indonesia, the study took place from 26th until 30th of January 2026, accompanied by discussion and experience-sharing with General Directorate of Energy and Mineral Resources, Ministry of Labor, West Java Regional Government for Energy and Mineral Resources, West Java Manpower Office, PT. Bumi Resources Tbk, Mining Industry Indonesia (MIND ID), PPSDM Geominerba, PT Antam Tbk, and PT Solusi Bangun Indonesia Tbk (SBI) Pabrik Narogong.
This visit provides opportunities for Timor-Leste authorities for mining and petroleum sector to gain valuable insights from both regulatory and industry perspectives required in completing the current draft Decree Law and ensure the draft is ready for approval. By then, enhancing labor governance particularly safeguarding the rights of Timorese workforce within the extractive industry and boosting investors’ confidence and promoting Timor-Leste as an attractive energy investment destination in the region.
