China and Timor-Leste Create New Ties

A New Chapter in Sino-Timorese Relations

Timor-Leste, one of the youngest countries in the world, has maintained a strong relationship with China since gaining independence in 2002. China was the first country to recognize Timor-Leste's independence and establish diplomatic ties. Over the years, these ties strengthened through frequent high-level meetings and mutual support such as in 2014. In that year, the two countries signed a joint statement establishing a comprehensive partnership of good-neighborly friendship.. High-level meetings such as the one between Chinese Foreign Minister Wang Yi and President Ramos-Horta in 2022 further solidified this relationship​.

Sealing the Deal

During President Jose Ramos-Horta's visit to Beijing from July 28 to July 31, 2024, he and President Xi Jinping signed several agreements to further enhance cooperation in green development, the digital economy, agriculture, and air transport. President Xi praised Ramos-Horta as a "pioneer, builder, and defender" of the friendship between the two nations. The agreements follow from the recent third plenary session during which the Central Committee of the Communist Party of China endorsed over 300 major reform measures, thereby opening new avenues for bilateral cooperation.

Green and Digital Dreams

China's commitment to supporting Timor-Leste's development see it sharing advanced water conservancy technology, boost fisheries, and support disaster prevention efforts to enhance Timor-Leste’s self-reliance. Collaboration extends to green development and digital economy initiatives that will see Timor-Leste benefit from China's technological advancements. 

A Shared Vision for the Future

In addition to bilateral agreements, the two countries will engage in trilateral cooperation within frameworks like the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries, and the UN Food and Agriculture Organization. Ramos-Horta acknowledged China's role in eradicating absolute poverty and promoting global peace and development.
