The power utility of the Republic of Srpska has launched a tender to build the 60 MW Hrgud wind farm in southern Bosnia and Herzegovina, with bidders also expected to arrange financing for the project.
The total investment is estimated at BAM 187 million (€95.7 million). The project will include the construction of 10 wind turbines, as well as the transmission infrastructure, substation and access roads needed to operate the wind farm.
The tender is being launched after more than a decade of preparation, with the project now moving forward under an EPC+F model, combining engineering, procurement and construction with financing.
The Hrgud wind farm will be built on the Hrgud plateau in the municipality of Berkovići, in the Republic of Srpska.
The current plan calls for 10 wind turbines with a combined capacity of 60 MW, with annual electricity generation expected to reach around 160 GWh.
The project is located around 50 kilometers northwest of Trebinje and 30 kilometers southeast of Mostar, placing it within an area with existing energy infrastructure and access to regional markets.
Unlike a standard construction tender, the Hrgud project is being developed under an EPC+F model, meaning bidders are expected to provide or arrange financing alongside the engineering, procurement and construction work.
The financing percentage and proposed terms will be considered when evaluating the bids. The project's expected capacity factor and the proposed timeline for completion will also form part of the evaluation.
For international EPC contractors, investors and financial institutions, this makes the tender more than a construction opportunity. The ability to structure and support project financing will be an important part of the offer.
The tender covers the design, construction, supply, installation, testing and commissioning of the wind farm, together with the infrastructure required for its operation.
Companies interested in participating have until 12 October 2026 to submit their bids, while tender documents can be obtained until 1 October.
With the project now reactivated and the tender focused on both construction and financing, Hrgud represents another opportunity for international companies looking to participate in Bosnia and Herzegovina's growing renewable energy market.
The Hrgud tender comes as countries across Southeast Europe continue to expand renewable energy capacity and attract international companies to new power projects.
